Tantalus has to get his money from somewhere, so why not the fine folks from Niflhel and Sheol?

True, the frost giants are originally from Jotunheim, but like everyone else, I’m conflating Niflhel, the world of the dead, with Niflheim, the world of ice in Norse Mythology.

And the figure of Azazel, depicted here in his goatish attributes, originally appears in a the Hebrew Bible as a scapegoat figure, but eventually became associated with demons, then depicted as a demon or a fallen angel. The Book of Enoch shows him as the one who taught humanity the arts of war and weapons-making, so he’s a real natural choice for one of Tantalus’s backers.

Tantalus meeting with gods from other realms. They give him bags of money.

CHARON The problem ain’t just Tantalus tho. His armies would be nowhere without
backing from rulers from the other realms of the Underworld.
Niflhel and Sheol got him in hock up to his ears! They fund all his
weapons and training, and mercenaries.

PANEL 2
Tantalus looks on as an army of demonic mercenaries march to war.

CHARON Backing him, they keep the Hades region unstable and
weaken its influence in the subterranean market, see. While Hades the
ruler throws blood and treasure against Tartarus, the other
realms take over the whole economy.

PANEL 3
Demons from Tartarus clash with demons from Hades. A god from another realm counts money.

CHARON And ya can’t wage war without weapons. Someone’s got to supply them,
and hey! Why not make a little profit, too? Tantalus has all the magic and
minerals of Tartarus leased to his benefactors while borrowing against
future acquisitions through conquest. The interest rate would give you a
heart attack.
