The government nearly shut down (again), because Elon Musk, Donald Trump’s largest donor (that we know of) didn’t like regulations on “outbound investments” that would have complicated his plans for building Tesla factories in Shanghai. So Trump bitched at Speaker Mike Johnson, who caved, producing a bill no Democrat and several Republicans could support. In the end the provisions were removed and a new spending bill — which put back in funding for pediatric cancer research that Musk’s preferred bill removed — was signed by President Biden at the last minute.
